What to Know About Short Term Vacation Rentals in Temecula Wine Country

by Alisa Morrison

Temecula's wine country draws millions of visitors a year, so it's no surprise that buyers ask about vacation rental income. The rules are specific, and a wrong assumption can be expensive.

Start with the boundary: city limits vs. county

Short-term rentals are not allowed within the City of Temecula. A home inside city limits can't be run as a vacation rental, and the city enforces this with fines. Wine country properties are different. Much of that area is unincorporated Riverside County and falls under the County's short-term rental program.

Check the parcel on Map My County

Don't guess which side of the line a property sits on. Riverside County's Map My County tool lets you enter an address and see whether the parcel is in the city or the unincorporated county, and which wine country policy area it falls in. I run this check first on every wine country property.

The 4 Temecula Wine Country policy areas

The County regulates short-term rentals by district. The four are:

  1. Winery District
  2. Residential District
  3. Equestrian District
  4. North Wine Country District

Each district has its own certificate cap, and the rules on guest capacity and eligibility vary by district. Knowing the district tells you what is realistic for a property.

The permit is not guaranteed, and it does not transfer

  • A short-term rental certificate is not transferable. If the home sells, the buyer should not assume the certificate comes with it.
  • Tier 2 applications open only twice a year, in January and July, and only when a district has room under its cap.
  • Opening a window does not guarantee a certificate. Tier 2 is a lottery, so there is no promise of approval.

What this means for buyers

Do not build an offer around projected rental income unless the property already holds a valid certificate and you have confirmed in writing how the County treats it at sale. If you are hoping to apply, plan for the possibility that you will not be selected.

Buying near wine country, or weighing a property with rental potential? I'm happy to help you run the numbers and check the boundaries first.
